My monitor reads 0 percent even in wet soil

Usually a calibration or connection issue. Check the probe is pushed properly into the soil and the lead is firmly connected at both ends. Then recalibrate. If it still reads zero in clearly wet soil, try the probe in a glass of water briefly, if that does not move it, the probe or lead may need replacing.
