Why are herbs and lavender set so low

Drought tolerant plants such as lavender, rosemary, thyme, sage and the like genuinely prefer to dry out between waterings, and overwatering harms them. Their low threshold keeps the monitor quiet while they are perfectly happy, and only warns you when even they would want a drink.
