My monitor reads 100 percent in dry soil, what have I done wrong

This normally means calibration is off, often the wet point was set too high, or the monitor is not calibrated yet. Recalibrate, setting the dry point in genuinely dry soil and the wet point about an hour after a thorough watering. Also check the probe is properly in the soil and the lead is seated, a loose connection can read oddly.
